Suspended license for unpaid parking tickets...?

I have a friend who is in a HUGE dilemma. He works as a pizza delivery guy 2 nights a week and can barley pay his phone bill. He has tons of unpaid parking tickets since his town is over populated and does not have adequate parking. His license was suspended because of the unpaid tickets, he has 2 warrants and about 2000 dollars owed as well as his insurance being revoked. He is in major jeopardy of being arrested, his car impounded and facing serious jail time but he can't afford cereal for breakfast. His parents are less then helpful. He would like to find a full time job so he can go to school and start a career (He is 25, but I don't need judgment on that, he has a tough home situation) but he cant apply for half these jobs because they require a clean drivers record and proof of insurance. Is there anyway out of this? I told him to maybe turn himself in and tell the court his situation and maybe they will work out a payment plan...it's better then being arrested and having your mom, who is doing her second chemo treatment, bail your sorry *** out. Would the court negotiate this idea?
