Am I not applying for the right jobs?

I have 13 years experience in health insurance. I am looking for a new job. I either don't get called back on my resume (professionally written), get a phone interview and they tell me I'm over experienced, or interview and tell me they don't know yet. What kind of job do I look for. I have a degree and experience and it is driving me crazy! I have no idea where to go from here, I have applied for mid level jobs, low level jobs, HR jobs, Worker's comp jobs, and nothing. I have been searching for 5 months. I have worked hard and want a real job, but no one will give me a chance! I just don't know what to do anymore. Is this the economy or do I just stink.
