Stop gangs from shooting at you (GTA: San Andreas on PC)?

Ok I have the game Grand Theft Auto San Andreas on PC (Windows XP) and I wanted to know what was the cheat to get the Ballers Gang and other gangs to stop shooting at CJ when he is on mission or just riding around off mission? I seen this a while ago on Youtube about some file you have to open after you click on the game and I tried it but the gang members still shoot at CJ, Does anyone know how to stop them from doing that? Thanks!
