Thinking about buying a dirt bike?

Im thinking about buying a dirtbike from a site called atv discounters. its a 200cc roketa dirt bike made in china. it cost 844dollars and comes with free shipping. i have never riden a dirt bike and just thought it would be a good one to start off with. i was also wondering about the title and registration of the bike what would i have to do to register it. i am 5'9" and weigh about 170lbs. so please help me desided if its worth it and about reg + title and stuff.
